Ianto will forgive him eventually, but Jack needs to forgive himself too. He was backed into a corner where the only chance to save millions of children from a fate worse than death was to sacrifice one child, and there was only one available. Wouldn't surprise me if Decker had known a child would have to be sacrificed and had deliberately ensured Jack's grandson was the only one available. Why else were Alice and Steven brought there?
