Notes: Jack doesn't know how to make things right.
Jack watched Gwen silently from the shadowed hallway as she pulled down the dossiers for all of the people taken by the rift. She looked more defeated than he'd ever seen anyone look before and he knew it was his fault. The guilty feeling churned inside his stomach but he couldn't bring himself to speak to her.
He should have done this differently, though he still didn't know how. Like a thief in the night, the rift had come and stolen Gwen's hope that what they were doing was making a difference.
The truth was that Torchwood couldn't fix everything.
